Program Objectives:

Clinical Aspects
Ensure that the Clinical staff of the agency comply with the regulatory requirements of a group practice including but not limited to documentation, coding & billing of professional fee reimbursement, HIPAA, Fraud & Abuse Laws, and other local and federal regulations. This mission will be accomplished through educational workshops, clarification of specific regulatory issues, and internal reviews/audits of all departmental clinical areas.

Research Compliance
The Director of Clinical Compliance will ensure that DHS programs comply with the regulatory requirements of collecting clinical outcomes including but not limited to financial management associated with the Department of Human Services grants, Human Research Protection Regulations, Financial Conflicts of Interest, and other grant reporting requirements. This mission is accomplished through Process Audits, Regulatory Audits, and Financial Audits.

Internal Audit

Provide a wide range of quality audit services to Department of Human Services (DHS) consumers (children, seniors, and /or families)
The audits performed by the Director of Clinical will appraise the potential clinical risks associated with various activities and the effectiveness and application of appropriate controls to limit those risks.

The types of audits provided by Internal Audit fall into three main categories:

Public Health Policy Advisor

Criminal Victims Compensation Commission

The Criminal Victims Compensation Commission provides monetary assistance to innocent victims of violent crimes which include the expenses of pain and suffering, medical bills, funeral/burials, and additional lost earnings.

Pursuant to Virgin Islands Code Title 34, Chapter 7, Sections 151-179, the Commission was established in 1968 and operates under the auspices of the Office of the Commissioner. Members of the Commission Board include the Department of Human Services Commissioner, as the Executive Secretary, the Attorney General and The Commissioners of Health and Public Safety.

In fiscal year 2005, 56 new claims were reported to this office. Forty one were approved and five were denied. After closing twelve claims, this office ended the year with expenses totaling $315,612.80.

Virgin Islands Interagency Council on Homelessness

“Charting the Course to End Chronic Homelessness in the U.S. Virgin Islands”

The Virgin Islands Interagency Council on Homelessness (VIICH) was established within the Department of Human Services by an Executive Order of Governor Charles W. Turnbull and serves as the single Territorial resource for homelessness planning and policy development.

The council is responsible for advising the Governor and the Legislature on issues related to the problems of persons who are homeless or at risk of becoming homeless and provide recommendations for joint cooperative efforts and policy initiatives in carrying out programs to meet the needs of the homeless.

The VIICH is also responsible for implementing a ten-year plan to end chronic homelessness with emphasis on preventing and ending chronic homelessness by the year 2012.

The council is composed of twenty-six (26) members appointed by the Governor and the Commissioner of Human Services serves as Chairperson.

Interagency Council Membership:
The VIICH collaborates with and maintains on-going interaction with the Continuum of Care (CoC) to provide support and assistance in the application process. The Council meets at least once quarterly. Members serve a three year term and may be reappointed.
